Scott B. Tittle
Scott Tittle is a member of the firm’s Government Affairs, Health Care, and Business Practice Groups. Mr. Tittle is also President of the Indiana Health Care Association (IHCA), Indiana's largest trade association and advocate representing proprietary, not-for-profit and hospital-based nursing home and assisted living communities, adult foster care and adult day services. IHCA provides education, information and advocacy for health care providers, consumers, and the workforce on behalf of its members.
Mr. Tittle previously served as Health Care Policy Director to Indiana Governor Mitch Daniels where he was responsible for executing the Governor’s health care initiatives through the Indiana General Assembly and the State’s health-related agencies.
Representative Experience
- Represented the Indiana Office of Disaster Recovery and the State of Indiana to assist communities, health care providers, and businesses recover from the wind and flood damage that affected the State in 2008 and 2009. Represented State of Indiana in seeking an 1135b Medicaid Waiver and related relief from the U.S. Department of Health and Human Services
- Worked with several clients (communities, municipalities, health care providers) to seek federal stimulus funds under the American Recovery and Reinvestment Act of 2009
- Represented national health care provider to secure an Indiana Medicaid reimbursement code for a new dental service
- Counsel for Indiana municipality on various legal, legislative, and policy issues regarding state-wide local government modernization and reform efforts
- Served as local counsel for out-of-state firm on multi-million dollar State procurement to provide enhanced business solutions, auditing, and claims reimbursement services regarding foster care and related child welfare services
- Worked as government affairs counsel to national design firm regarding several major State transportation projects
- Represented the Indiana Department of Insurance as outside counsel regarding a proposed acquisition of an Indiana insurance company by an out-of-state holding company
